Round Table Discussion: New Legislation in Forth and Upcoming Trade Regulation of Ukrainian TV and Media Sphere

The round table discussion will be held in the course of KYIV MEDIA WEEK 2015 special program Legislation and Trade Regulation. New and Future Ukrainian Legislation on TV and Media.  

Round table discussion: New Legislation in Forth and Upcoming Trade Regulation of Ukrainian TV and Media Sphere is a joint initiative of KYIV MEDIA WEEK forum, Telecommunications Chamber of Ukraine, and #KinoKraina activist group.

The discussion will be moderated by Evgeniya Derbal, a legal counsel of FILM.UA Group.

During the event, three main topics will be raised:

1. Co-production of TV and film projects (development, production, distribution)  

  • Ways of state support;
  • Attracting state funds for production;  
  • Ukrainian context and experience of the Western world;
  • Tax rebates system.

2. Bans on broadcasting certain content in Ukraine. Practical implementation of Law 159-VIII. Legislative bans on broadcasting content in the practice of other countries.

  • Issues arising during the implementation of the law on protection of informational TV and radio space in Ukraine in the part of ban on propaganda;
  • Issues arising during the implementation of the law on protection of informational TV and radio space in Ukraine in the part of ban on Russian films;
  • Practical implementation of the law by the Ukrainian National Film Agency: approaches developed and charges brought against TV and radio companies; 
  • Temporary penalties from the Ukrainian National Council for TV and Radio Broadcasting;  
  • Viability and necessity of evaluation criteria to determine the producing country, cases of their usage;
  • Demonstration quotas for European and Ukrainian broadcasting products. 

3. Fighting non-licensed content on the Internet. Experience of the Western world  

  • Why fight non-licensed content; 
  • Issues in applying current legislation for this field. Budgets of copyright holders for content protection in this setting;  
  • Several alternative law drafts for this field. Features of their proposed concepts; 
  • Experience of the Western world.
